These formulas are obviously tuned around ilvls like 695, or 720, or whatever. The same tech powers the legendary ring, because it can be upgraded in ilvl too. Otherwise, they'd have to make different versions of the item for each difficulty with static % chances. So you have Tyrannus who is doing about 40k damage with his knockback (a tank's health bar) and there is literally zero warning about it unless you go and install dbm plugins for Wrath content. But 7.0 rolled in, and they did jack shit to retune the timewalking encounters to account for the new tank/healer dynamic. It worked out because tanks in WoD were superbeings that could take tons of damage. The timewalking content is super half-assed filler because Legion took forever.
